Island Nakbah

Far away from this “Holy Land” – people on a distant island continents away hear about and read about what can barely be believed.  A decision was made affecting the Palestinian people by the colonial masters  in 1948 to give their land away to a fleeing mass of refugees who themselves had experienced one of the greatest horrors in human history – the Holocaust.  In returning to the land their ancestors had fled 2000 years before, they unleashed a similar horror upon a different people – the Palestinians – the new victims of a program of genocide. European and American sponsors hardly were in a position to speak about moral issues to the Jewish immigrants who fled to Palestine and renamed it Israel.  To the people – Muslim and Christian Palestinians – this reign of terror was called “The Disaster” – the Nakbah. We can only begin to understand what this means.

Even a single night in jail is enough to give a taste of what it means to be under the total control of some external force. And it hardly takes more than a day in Gaza to begin to appreciate what it must be like to try to survive in the world’s largest open-air prison, where a million and a half people, in the most densely populated area of the world, are constantly subject to random and often savage terror and arbitrary punishment, with no purpose other than to humiliate and degrade, and with the further goal of ensuring that Palestinian hopes for a decent future will be crushed and that the overwhelming global support for a diplomatic settlement that will grant these rights will be nullified.

The intensity of this commitment on the part of the Israeli political leadership has been dramatically illustrated just in the past few days, as they warn that they will “go crazy” if Palestinian rights are given limited recognition at the UN. That is not a new departure. The threat to “go crazy” (“nishtagea”) is deeply rooted, back to the Labor governments of the 1950s, along with the related “Samson Complex”: we will bring down the Temple walls if crossed. It was an idle threat then; not today.

The purposeful humiliation is also not new, though it constantly takes new forms. Thirty years ago political leaders, including some of the most noted hawks, submitted to Prime Minister Begin a shocking and detailed account of how settlers regularly abuse Palestinians in the most depraved manner and with total impunity. The prominent military-political analyst Yoram Peri wrote with disgust that the army’s task is not to defend the state, but “to demolish the rights of innocent people just because they are Araboushim (“niggers,” “kikes”) living in territories that God promised to us.”

 

Gazans have been selected for particularly cruel punishment. It is almost miraculous that people can sustain such an existence. How they do so was described thirty years ago in an eloquent memoir by Raja Shehadeh (The Third Way), based on his work as a lawyer engaged in the hopeless task of trying to protect elementary rights within a legal system designed to ensure failure, and his personal experience as a Samid, “a steadfast one,” who watches his home turned into a prison by brutal occupiers and can do nothing but somehow “endure.”

 

Since Shehadeh wrote, the situation has become much worse. The Oslo agreements, celebrated with much pomp in 1993, determined that Gaza and the West Bank are a single territorial entity. By then the US and Israel had already initiated their program of separating them fully from one another, so as to block a diplomatic settlement and punish the Araboushim in both territories.

 

Punishment of Gazans became still more severe in January 2006, when they committed a major crime: they voted the “wrong way” in the first free election in the Arab world, electing Hamas. Demonstrating their passionate “yearning for democracy,” the US and Israel, backed by the timid European Union, at once imposed a brutal siege, along with intensive military attacks. The US also turned at once to standard operating procedure when some disobedient population elects the wrong government: prepare a military coup to restore order.

 

Gazans committed a still greater crime a year later by blocking the coup attempt, leading to a sharp escalation of the siege and military attacks. These culminated in winter 2008-9, with Operation Cast Lead, one of the most cowardly and vicious exercises of military force in recent memory, as a defenseless civilian population, trapped with no way to escape, was subjected to relentless attack by one of the world’s most advanced military systems relying on US arms and protected by US diplomacy. An unforgettable eyewitness account of the slaughter — “infanticide” in their words — is given by the two courageous Norwegian doctors who worked at Gaza’s main hospital during the merciless assault, Mads Gilbert and Erik Fosse, in their remarkable book Eyes in Gaza.

 

President-elect Obama was unable to say a word, apart from reiterating his heartfelt sympathy for children under attack — in the Israeli town Sderot. The carefully planned assault was brought to an end right before his inauguration, so that he could then say that now is the time to look forward, not backward, the standard refuge of criminals.

 

Of course, there were pretexts — there always are. The usual one, trotted out when needed, is “security”: in this case, home-made rockets from Gaza. As is commonly the case, the pretext lacked any credibility. In 2008 a truce was established between Israel and Hamas. The Israeli government formally recognizes that Hamas observed it fully. Not a single Hamas rocket was fired until Israel broke the truce under cover of the US election on November 4 2008, invading Gaza on ludicrous grounds and killing half a dozen Hamas members. The Israeli government was advised by its highest intelligence officials that the truce could be renewed by easing the criminal blockade and ending military attacks. But the government of Ehud Olmert, reputedly a dove, chose to reject these options, preferring to resort to its huge comparative advantage in violence: Operation Cast Lead. The basic facts are reviewed once again by foreign policy analyst Jerome Slater in the current issue of the Harvard-MIT journal International Security.

 

The pattern of bombing under Cast Lead was carefully analyzed by the highly informed and internationally respected Gazan human rights advocate Raji Sourani. He points out that the bombing was concentrated in the north, targeting defenseless civilians in the most densely populated areas, with no possible military pretext. The goal, he suggests, may have been to drive the intimidated population to the south, near the Egyptian border. But the Samidin stayed put, despite the avalanche of US-Israeli terror.

A further goal might have been to drive them beyond. Back to the earliest days of the Zionist colonization it was argued across much of the spectrum that Arabs have no real reason to be in Palestine; they can be just as happy somewhere else, and should leave — politely “transferred,” the doves suggested. This is surely no small concern in Egypt, and perhaps a reason why Egypt does not open the border freely to civilians or even to desperately needed materials

Sourani and other knowledgeable sources observe that the discipline of the Samidin conceals a powder keg, which might explode any time, unexpectedly, as the first Intifada did in Gaza in 1989 after years of miserable repression that elicited no notice or concern,

Merely to mention one of innumerable cases, shortly before the outbreak of the Intifada a Palestinian girl, Intissar al-Atar, was shot and killed in a schoolyard by a resident of a nearby Jewish settlement. He was one of the several thousand Israelis settlers brought to Gaza in violation of international law and protected by a huge army presence, taking over much of the land and scarce water of the Strip and living “lavishly in twenty-two settlements in the midst of 1.4 million destitute Palestinians,” as the crime is described by Israeli scholar Avi Raz. The murderer of the schoolgirl, Shimon Yifrah, was arrested, but quickly released on bail when the Court determined that “the offense is not severe enough” to warrant detention. The judge commented that Yifrah only intended to shock the girl by firing his gun at her in a schoolyard, not to kill her, so “this is not a case of a criminal person who has to be punished, deterred, and taught a lesson by imprisoning him.” Yifrah was given a 7-month suspended sentence, while settlers in the courtroom broke out in song and dance. And the usual silence reigned. After all, it is routine.

And so it is. As Yifrah was freed, the Israeli press reported that an army patrol fired into the yard of a school for boys aged 6 to 12 in a West Bank refugee camp, wounding five children, allegedly intending only “to shock them.” There were no charges, and the event again attracted no attention. It was just another episode in the program of “illiteracy as punishment,” the Israeli press reported, including the closing of schools, use of gas bombs, beating of students with rifle butts, barring of medical aid for victims; and beyond the schools a reign of more severe brutality, becoming even more savage during the Intifada, under the orders of Defense Minister Yitzhak Rabin, another admired dove.

My initial impression, after a visit of several days, was amazement, not only at the ability to go on with life, but also at the vibrancy and vitality among young people, particularly at the university, where I spent much of my time at an international conference. But there too one can detect signs that the pressure may become too hard to bear. Reports indicate that among young men there is simmering frustration, recognition that under the US-Israeli occupation the future holds nothing for them. There is only so much that caged animals can endure, and there may be an eruption, perhaps taking ugly forms — offering an opportunity for Israeli and western apologists to self-righteously condemn the people who are culturally backward, as Mitt Romney insightfully explained.

Gaza has the look of a typical third world society, with pockets of wealth surrounded by hideous poverty. It is not, however, “undeveloped.” Rather it is “de-developed,” and very systematically so, to borrow the terms of Sara Roy, the leading academic specialist on Gaza. The Gaza Strip could have become a prosperous Mediterranean region, with rich agriculture and a flourishing fishing industry, marvelous beaches and, as discovered a decade ago, good prospects for extensive natural gas supplies within its territorial waters.

By coincidence or not, that is when Israel intensified its naval blockade, driving fishing boats toward shore, by now to 3 miles or less.

The favorable prospects were aborted in 1948, when the Strip had to absorb a flood of Palestinian refugees who fled in terror or were forcefully expelled from what became Israel, in some cases expelled months after the formal cease-fire.

In fact, they were being expelled even four years later, as reported in Ha’aretz (25.12.2008), in a thoughtful study by Beni Tziper on the history of Israeli Ashkelon back to the Canaanites. In 1953, he reports, there was a “cool calculation that it was necessary to cleanse the region of Arabs.” The original name, Majdal, had already been “Judaized” to today’s Ashkelon, regular practice.

That was in 1953, when there was no hint of military necessity. Tziper himself was born in 1953, and while walking in the remnants of the old Arab sector, he reflects that “it is really difficult for me, really difficult, to realize that while my parents were celebrating my birth, other people were being loaded on trucks and expelled from their homes.”

Israel’s 1967 conquests and their aftermath administered further blows. Then came the terrible crimes already mentioned, continuing to the present day.

The signs are easy to see, even on a brief visit. Sitting in a hotel near the shore, one can hear the machine gun fire of Israeli gunboats driving fishermen out of Gaza’s territorial waters and towards shore, so they are compelled to fish in waters that are heavily polluted because of US-Israeli refusal to allow reconstruction of the sewage and power systems that they destroyed.

The Oslo Accords laid plans for two desalination plants, a necessity in this arid region. One, an advanced facility, was built: in Israel. The second one is in Khan Yunis, in the south of Gaza. The engineer in charge of trying to obtain potable water for the population explained that this plant was designed so that it cannot use sea water, but must rely on underground water, a cheaper process, which further degrades the meager aquifer, guaranteeing severe problems in the future. Even with that, water is severely limited. The United Nations Relief and Works Agency (UNRWA), which cares for refugees (but not other Gazans), recently released a report warning that damage to the aquifer may soon become “irreversible,” and that without remedial action quickly, by 2020 Gaza may not be a “liveable place.”

Israel permits concrete to enter for UNRWA projects, but not for Gazans engaged in the huge reconstruction needs. The limited heavy equipment mostly lies idle, since Israel does not permit materials for repair. All of this is part of the general program described by Israeli official Dov Weisglass, an adviser to Prime Minister Ehud Olmert, after Palestinians failed to follow orders in the 2006 elections: “The idea,” he said, “is to put the Palestinians on a diet, but not to make them die of hunger.” That would not look good.

And the plan is being scrupulously followed. Sara Roy has provided extensive evidence in her scholarly studies. Recently, after several years of effort, the Israeli human rights organization Gisha succeeded to obtain a court order for the government to release its records detailing plans for the diet, and how they are executed. Israel-based journalist Jonathan Cook summarizes them: “Health officials provided calculations of the minimum number of calories needed by Gaza’s 1.5 million inhabitants to avoid malnutrition. Those figures were then translated into truckloads of food Israel was supposed to allow in each day … an average of only 67 trucks — much less than half of the minimum requirement — entered Gaza daily. This compared to more than 400 trucks before the blockade began.” And even this estimate is overly generous, UN relief officials report.

The result of imposing the diet, Mideast scholar Juan Cole observes, is that “[a]bout ten percent of Palestinian children in Gaza under 5 have had their growth stunted by malnutrition … in addition, anemia is widespread, affecting over two-thirds of infants, 58.6 percent of schoolchildren, and over a third of pregnant mothers.” The US and Israel want to ensure that nothing more than bare survival is possible.

“What has to be kept in mind,” observes Raji Sourani, “is that the occupation and the absolute closure is an ongoing attack on the human dignity of the people in Gaza in particular and all Palestinians generally. It is systematic degradation, humiliation, isolation and fragmentation of the Palestinian people.” The conclusion is confirmed by many other sources. In one of the world’s leading medical journals, The Lancet, a visiting Stanford physician, appalled by what he witnessed, describes Gaza as “something of a laboratory for observing an absence of dignity,” a condition that has “devastating” effects on physical, mental, and social wellbeing. “The constant surveillance from the sky, collective punishment through blockade and isolation, the intrusion into homes and communications, and restrictions on those trying to travel, or marry, or work make it difficult to live a dignified life in Gaza.” The Araboushim must be taught not to raise their heads.

There were hopes that the new Morsi government in Egypt, less in thrall to Israel than the western-backed Mubarak dictatorship, might open the Rafah crossing, the sole access to the outside for trapped Gazans that is not subject to direct Israeli control. There has been slight opening, but not much. Journalist Laila el-Haddad writes that the re-opening under Morsi, “is simply a return to status quo of years past: only Palestinians carrying an Israeli-approved Gaza ID card can use Rafah Crossing,” excluding a great many Palestinians, including el-Haddad’s family, where only one spouse has a card.

Furthermore, she continues, “the crossing does not lead to the West Bank, nor does it allow for the passage of goods, which are restricted to the Israeli-controlled crossings and subject to prohibitions on construction materials and export.” The restricted Rafah crossing does not change the fact that “Gaza remains under tight maritime and aerial siege, and continues to be closed off to the Palestinians’ cultural, economic, and academic capitals in the rest of the [occupied territories], in violation of US-Israeli obligations under the Oslo Accords.”

The effects are painfully evident. In the Khan Yunis hospital, the director, who is also chief of surgery, describes with anger and passion how even medicines are lacking for relief of suffering patients, as well as simple surgical equipment, leaving doctors helpless and patients in agony. Personal stories add vivid texture to the general disgust one feels at the obscenity of the harsh occupation. One example is the testimony of a young woman who despaired that her father, who would have been proud that she was the first woman in the refugee camp to gain an advanced degree, had “passed away after 6 months of fighting cancer aged 60 years. Israeli occupation denied him a permit to go to Israeli hospitals for treatment. I had to suspend my study, work and life and go to set next to his bed. We all sat including my brother the physician and my sister the pharmacist, all powerless and hopeless watching his suffering. He died during the inhumane blockade of Gaza in summer 2006 with very little access to health service. I think feeling powerless and hopeless is the most killing feeling that human can ever have. It kills the spirit and breaks the heart. You can fight occupation but you cannot fight your feeling of being powerless. You can’t even dissolve that feeling.”

Disgust at the obscenity, compounded with guilt: it is within our power to bring the suffering to an end and allow the Samidin to enjoy the lives of peace and dignity that they deserve.

Telling Truths about Israel, Palestine

On Oct. 16, the Israeli organization Yazkern hosted dozens of veterans of Israel’s 1948 “War of Independence” for a look at what that struggle really entailed. The veterans testified to what can only be called a conscious effort at ethnic cleansing – the systematic destruction of entire Palestinian villages and numerous massacres.In 1948, some Palestinians, uprooted by Israel’s claims to their lands, relocated to the Jaramana Refugee Camp in Damascus, Syria

The aim of Yazkern’s effort at truth-telling was to break through the  sanitized “mainstream nationalistic narrative” of 1948  and the accompanying denial of any legitimate Palestinian counter-narrative.

documentary film by Israeli-Russian journalist Lia Tarachansky, dealing with this same subject, the Palestinian “Nakba” or catastrophe, is nearing  completion. It too has the testimony of Israeli soldiers of the 1948 war.

These latest revelations lend credence to the claims of Israel’s “new historians,” such as Ilan Pappe, who have written books based on evidence gleamed from government archives showing that, even before the outbreak of hostilities leading to the creation of the State of Israel, the Zionist authorities planned to ethnically cleanse as much of Palestine as possible of non-Jews.

OK, you might say, the Israelis behaved savagely in 1948 – and only a small minority will admit it – but what about after “the War of Independence”? As it turns out, the ethnic cleansing never stopped. Conveniently, the longstanding denial that it ever started has helped to hide the fact that it’s ongoing.

Just this week, we received the news that Defense Minister Ehud Barak has given the order to demolish eight Palestinian villages with some 1,500 residents in the south Hebron hills. The excuse offered by Barak is that the land is needed for military training exercises.

According to the “new historians,” this is a standard Israeli government cover for ethnic cleansing. Sure, for a couple of years the Israeli army will use the land that held the demolished villages. Then, almost inevitably, the area becomes the site of a new Israeli Jewish settlement.

On Oct. 20, Al-Jazeera reported on Israeli documents showing that between 2008 and 2010 the Israeli army allowed food supplies into the Gaza Strip based on a daily calorie count that held the basic diet of a 1.5 million people to a point just short of malnutrition.

According to the Israeli human rights organization Gisha Legal Center for Freedom of Movement, “the official goal of the policy was to wage economic warfare which would paralyze Gaza’s economy and, according to the Defense Ministry, create pressure on the Hamas government.” Actually, this bit of savagery predates 2008.

Back in 2006, Dov Weissglass, then an adviser to Prime Minister Ariel Sharon, stated that “the idea is to put the Palestinians on a diet, but not to make them die of hunger.” Of course, precedents for this can be found in the treatment of European Jews in the 1930s and 1940s. One assumes that Mr. Weissglass was aware of this.

However, just as with the barbarism practiced in the “War of Independence,” in this case too there is a well-practiced capacity for national denial. According to Gideon Levy writing in Haaretz, “the country has plenty of ways … of burying skeletons deep in the closet so that Israelis shouldn’t be overly disturbed.”

The military authors of the document that turned Weissglass’s hideous “idea” into savage practice, operated in a country afflicted with blindness. Just so the present Israeli government does not worry about public unease over the fact that it is slowly but surely destroying the Gaza sewage system and rendering its water supply undrinkable.

Then there are the petty acts of cruelty that can be considered telltale signs of an underlying savagery. For instance, the fact that Israeli customs officials held back the the exam sheets for the October 2012 College Board tests bound for the West Bank graduating high school seniors.

AMIDEAST, the organization that serves as the testing agency for the Palestinian territories, had made sure the Israeli authorities had the tests in their hands weeks in advance. Nonetheless, in an apparent act of vindictiveness, the customs officials held on to them until AMIDEAST had to cancel the exam.

One observer has asked the question, “what has the SAT [tests] have to do with Israeli security?”  Well it might be that, in the mind of a cruel customs official, the more college-bound Palestinians from the Occupied Territories, the more articulate witnesses to Israeli oppression.

On the Gaza side of the equation, the U.S. was forced to cancel a small scholarship program for Gaza college students because the Israelis refused to let the students leave their open-air prison, even if only to go to a West Bank school.  (For anyone who might want to follow the grim procession of Israeli oppressive acts on a day-to-day basis, I recommend the web site Today In Palestine.)

Challenge and Denial

In the face of this behavior on the part of Israel, that country’s public support in the United States has finally begun to slip.

Most recently, 15 prominent church leaders, representing major Christian denominations, wrote an open letter to Congress calling for “an immediate investigation into possible violations by Israel of the U.S. Foreign Assistance Act and the U.S. Arms Export Control Act which respectively prohibit assistance to any country which engages in a consistent pattern of human rights violations. … We urge Congress to hold hearings to examine Israel’s compliance, and we request regular reporting on compliance and the withholding of military aid for non-compliance.”

So far, Congress has turned a deaf-ear to this request, but the Zionist reaction was loud and clear. Leading the way in this effort was the head of the misnamed Anti-Defamation League (ADL), Abraham Foxman. Charging the Christian leaders with a “blatant lack of sensitivity” (one might ask just how sensitive one is suppose to be to an oppressor?) Foxman decided to punish the offending clergy by refusing to engage in ongoing “interfaith dialogue.”

Having “big brains” is a two-edge sword for human beings. It means we can think all manner of creative thoughts and even exercise some self-control over our own inappropriate impulses if we care to try. However, it also means that we can be manipulated into thinking that we need not try – that we are the victims even as we are oppressing others and that any criticism of our actions is just another example of our victimization.

Israeli culture – and indeed the culture of Zionism generally – is one ongoing project of self-manipulation to achieve just such a state of mind. And, to a great extent, it has succeeded. A recent poll taken in Israel shows that “a majority of the [Israeli Jewish] public wants the state to discriminate against Palestinians … revealing a deeply rooted racism in Israeli society.”

The Zionists are not the only experts in denial. The United States, Israel’s chief ally, has always been good at this gambit as well. After the 9/11 attacks, any consideration of the possibility that United States foreign policy in the Middle East might have helped motivate the terrorism was anathema – and it still is over a decade later.

Instead of taking a hard look at our own behavior, we are simply expanding our capacity to kill outright anyone who would challenge our policies in a violent fashion. Our answer is targeted killings by drone or otherwise, a bit of savagery we copied from the Israelis.

Machiavelli, who can always be relied upon to see the darker side of things, once said, “Whoever wishes to foresee the future must consult the past; for human events resemble those of preceding times. This arises from the fact that they are produced by men who ever have been, and ever shall be, animated by the same passions, and thus they necessarily have the same results.”

But is it really inevitable?

LYDDA, Israel — Last Friday, some 40 Israeli Jews and Arabs gathered in Lydda, a small mixed Arab-Israeli city less than 10 miles southeast of Tel Aviv, for “a study tour” featuring “Zionist testimonies from 1948.” It was part of the project Towards a Common Archive, sponsored by Zochrot (Hebrew for remembering), an Israeli organization that hopes to bring “awareness and recognition of the Nakba” to Jewish Israelis so that they can take “responsibility for this tragedy.”

The Nakba refers to the expulsion of the Palestinians from the newly minted state of Israel. On no issue do Israelis and Palestinians differ more. Israelis celebrate May 15, 1948, as their day of independence; for Palestinians, it marks the “catastrophe.” That an Israeli group like Zochrot should organize a trip to a city where some of the Nakba’s worst atrocities occurred is an important and necessary attempt to bridge this nagging gap in perceptions.

During three and a half hours we got a description — in both Arabic and Hebrew — of the Arab city as it existed before 1948. We visited the old town, the church and the mosque where some Arab inhabitants hid in July 1948 to avoid expulsion. We also visited the site of the ghetto where 5,000 of the town’s 50,000 residents (including refugees from neighboring villages) were confined for one year after the Nakba, surrounded by barbed wire and guarded by Israeli soldiers. (They eventually became Israeli citizens and were allowed to stay in Israel.)

The group listened in respectful silence as the Palestinian guide, Ziad Abu Hamad, a descendant of Lydda’s few remaining original residents, described what his parents had told him about their hardships. A woman in her late 60s and other Arab residents approached us, pointing to the buildings that had been their family homes and which they have had to rent or buy back from those who took them away.

Wherever we stopped, members of Zochrot put up commemorative signs describing in Arabic and Hebrew what had happened at the sites. When I asked how long the posts would remain, I was told: until nightfall at best, or until some Israeli right-winger destroys them.

Present-day Lydda (which Israelis call Lod) is known for being one of the most violent cities in Israel and a center of drug addiction, and I expected our group to be stopped or heckled. But we made it through the dark history of the city in the clear midday sun without a hitch.

At the end we wound up in the hall of an old stone building where we were shown videos of two Israeli fighters from the elite Jewish force, the Palmach, testifying about their role in the Nakba.

I AM writing this on Friday night, the eve of Passover. At this moment, all over the world, millions of Jews are gathered around the family table, observing the Seder, reading aloud from the same book: the Haggadah, which tells the story of the Exodus from Egypt.

The impact of this book on Jewish life is immense. Every Jew takes part in this ceremony from earliest childhood and plays an active part in the ritual. Wherever a Jewish man or woman goes in later life, they will take with them a memory of the warmth and togetherness of the family, the magical atmosphere – and the overt and subliminal message conveyed by the text.

Whoever invented the Seder (“order”) ritual, many centuries ago, was a genius. All human senses are involved: seeing, hearing, smelling, touching, tasting. It includes eating a ritualized meal, drinking four glasses of wine, touching various symbolic objects, playing a game with the children (searching for a hidden piece of Matzo). It ends with singing several religious songs together. The accumulated effect is magical.

More than any other Jewish text, the Haggadah forms the Jewish conscious – or, rather, unconscious – mind today, as in the past, influencing our collective behavior and Israeli national policy.

There are many different ways to view this book.

LITERATURE: As a literary work, the Haggadah is rather inferior. The text is devoid of beauty, full of repetitions, platitudes and banalities.

This may cause wonderment. The Hebrew Bible – the Bible in Hebrew – is a work of unique beauty. In many places, its beauty is intoxicating. The peaks of Western culture – Homer, Shakespeare, Goethe, Tolstoy – are not its equal. Even the later Jewish religious texts – Mishnah, Talmud and so forth – while not so uplifting, contain passages of literary merit. The Haggadah has none. It is a text devised purely for indoctrination.

HISTORY: It’s not. Though it claims to tell history, the Haggadah has nothing to do with real history.

There can no longer be the slightest doubt that the Exodus never happened. Neither the Exodus, nor the wandering in the desert, nor the conquest of Canaan.

The Egyptians were obsessive chroniclers. Many tens of thousands of tablets have already been deciphered. It would have been impossible for an event like the exodus to pass without being reported at length. Not if 600,000 people left, as the Bible tells it, or 60,000, or even 6000. Especially if during the flight a whole Egyptian army contingent, including war chariots, was drowned.

The same goes for the Conquest. Because of acute security concerns, after being invaded once from there, the Egyptians employed a host of spies, – travelers, merchants and others – to follow closely the events in neighboring Canaan, in every single one of its towns and at all times. An invasion of Canaan, even a minor one, would have been reported. Except for the periodic incursions of Bedouin tribes, nothing was recorded.

Moreover, the Egyptian towns mentioned in the Bible did not exist at the time the event is supposed to have happened. They did exist, however, when the Bible was written, in the first or second century BC.

There is no need to point out that after a hundred years of frantic archaeological searching by devout Christians and Zionist zealots, not a shred of concrete evidence for the conquest of Canaan has been found (nor that the Kingdoms of Saul, David or Salomon ever existed).

But is this really important? Not a bit of it!

The Passover story does not derive its immense power from any claim to be history. It is a myth that grips the human imagination, a myth that is the basis of a great religion, a myth that directs the behavior of people to this very day. Without the Exodus story, there would probably be no State of Israel today – and certainly not in Palestine.

THE GLORY: One can read the Exodus story as a shining example of all that is good and inspiring in the annals of humanity.

Here is the story of a small and powerless people that rises up against a brutal tyranny, throws off its chains and gains a new homeland, creating a revolutionary new moral code on the way.

Seen in this way, the Exodus is a victory of the human spirit, an inspiration for all downtrodden peoples. And indeed, it has served this purpose many times in the past. The Pilgrim Fathers, the founders of the American nation, were inspired by it, and so were many rebels throughout history.

THE OTHER SIDE: When one reads the Biblical text attentively , without religious blinkers, some aspects gives us food for other thoughts.

Let’s take the Ten Plagues. Why were the entire Egyptian people punished for the misdeeds of one tyrant, Pharaoh? Why did God, like a divine Security Council, levy on them cruel sanctions, polluting their water with blood, destroying their livelihood with hail and locusts? And, even more gruesome, how could a merciful God send his angels to murder every single Egyptian firstborn child?

On leaving Egypt, the Israelites were encouraged to steal their neighbors’ property. It is rather curious that the Biblical story-teller, who was certainly deeply religious, did not omit this detail. And this just a few weeks before the Ten Commandments were handed down to the Israelites by God personally, including “Thou Shalt Not Steal”.

No one seems ever to have given much thought to the ethical side of the conquest of Canaan. God promised the Children of Israel a land which was the home of other peoples. He told them to kill these peoples, expressly commanding them to commit genocide. For some reason, He singled out the people of Amalek, ordering the Israelites to eradicate them altogether. Later, the glorious King Saul was dethroned by His prophet because he showed mercy and did not murder his Amalekite prisoners-of-war, men, women and children.

Of course, these texts were written by people living in times long past, when the ethics of individuals and nations were different, as were the rules of war. But the Haggadah is recited – today as before – uncritically, without any reflection on these horrible aspects. Especially in religious schools in Israel today , the commandment to commit genocide against the non-Jewish population of Palestine is taken by many teachers and pupils quite literally.

INDOCTRINATION: This is the real point of these reflections.

There are two sentences in the Haggadah that always had – and still have – a profound impact on the present.

One is the central idea on which almost all Jews base their historical outlook: “In every generation they rise against us to destroy us”.

This does not apply to a specific time or to a specific place. It is regarded as an eternal truth that applies to all places, all times. ”They” is the entire outside world, all non-Jews everywhere. Children hear this on Seder evening on their father’s knee, long before they are able to read and write, and from then on they hear or recite it every year for decades. It expresses the total conscious or unconscious conviction of almost all Jews, whether in Los Angeles, California, or in Lod, Israel. It certainly directs the policy of the State of Israel.

The second sentence, which complements the first, is a cry to God: “Pour out your wrath upon the nations that do not know you…for they have devoured Jacob and desolated his home…Pour out your wrath on them! May your blazing anger overtake them! Pursue them from under the heavens of the Lord!…”

The word “nations” in this text has a double meaning. The Hebrew word is “goyim”, an ancient Hebrew term for “peoples”. Even the ancient Children of Israel were called a “Holy Goy”. But over the centuries, the word has taken on another meaning, and is understood to refer to all non-Jews, in a very derogatory way. (As in the Yiddish song “Oy, Oy, Oy, / Drunk is the Goy.”)

To understand this text properly, one has to remember that it was written as a cry from the heart of a defenseless, persecuted people who had no means to take revenge on their torturers. To raise their spirits on the joyful Seder evening, they had to put their trust in God, crying out to Him that he should take revenge in their stead.

(During the Seder ritual, the door is always left open. Officially, that is to allow the Prophet Elias to enter, if he should miraculously rise from the dead. In reality it was to allow the Goyim to look in, so as to disprove the anti-Semitic libel that Jews baked their unleavened Pesach bread with the blood of kidnapped Christian children.)

THE LESSON: In the Diaspora, this craving for revenge was both understandable and ineffective. But the founding of the State of Israel has changed the situation completely. In Israel, Jews are far from being defenseless. We don’t have to rely on God to take revenge for the evils done unto us, past or present, real or imagined. We can pour out our wrath ourselves, on our neighbors, the Palestinians and other Arabs, on our minorities, on our victims.

That is the real danger of the Haggadah, as I see it. It was written by and for helpless Jews living in perpetual danger. It raised their spirits once a year, when they felt safe for a moment, protected by their God, surrounded by their families.

Taken out of this context and applied to a new, completely different situation, it can set us on an evil course. Telling ourselves that everybody is out to destroy us, yesterday and most certainly tomorrow, we consider the grandiloquent bombast of an Iranian bigmouth as a living proof of the validity of the old maxim. They are out to kill us, so we must – according to another ancient Jewish injunction – kill them first.

So, on this Seder evening, let our feelings be guided by the noble, inspiring part of the Haggadah , the part about the slaves who rose up against tyranny and took their fate in their own hands – and not the part about pouring out our wrath.

RACIST HATE crimes are particularly ugly.

 

If the victims are children, they are even more so.

 

If they are committed by an Arab against Jewish children, they are also incredibly stupid.

 

This was demonstrated this week again.

 

 

IF INDEED an Arab al-Qaeda sympathizer is guilty of shooting three Jewish children and an adult in Toulouse, after killing three non-white French soldiers nearby, he caused not only extreme grief to their families, but also extreme harm to the Palestinian people, whose cause he claims to support.

 

The world-wide shock found its expression in a demonstration of solidarity with the French Jewish community, and indirectly with the State of Israel.

 

The French foreign minister flew to Jerusalem, where the Jewish victims were buried. President Nicolas Sarkozy, in the middle of the fight for his political life, appeared everywhere where an ounce of political capital could be extracted from the tragedy. So, even more shamelessly, did Binyamin Netanyahu.

 

Just when calls for boycotting Israel were heard in many places, this act reminded the world of the ravages of anti-Semitism. One had to be very brave to demand the boycott of theJewish Stateat such a time. It is easy for advocates of Israel to recall the Nazi battle-cryKauft nicht bei Juden!(Dont buy from Jews).

 

Lately, Netanyahu has been mentioning the Holocaust in every speech he makes in which he calls for an attack on Iran. He prophesies a Second Holocaust if Irans nuclear installations are not bombed to smithereens. This has been criticized inside Israel as cynical exploitation of the Holocaust, but in the atmosphere created by the Toulouse outrage this criticism has been muted.

 

 

SOME MAY think that these responses are overreactions. After all, the outrage was committed by a single 24-year old deranged individual. The victims were not only Jews, but also Muslims. Has this act not been blown out of proportion?

 

Those who say so do not understand the background of the Jewish reaction.

 

Yeshayahu Leibowitz,  an observant Jew, said years ago that the Jewish religion had practically died 200 years ago, and that the only thing that unites all Jews now is the Holocaust. There is much truth in this, but the Holocaust must be understood in this context as the culmination of centuries of persecution.

 

Almost every Jewish child around the world is brought up on the narrative of Jewish victimhood.In every generation, they stand up to annihilate us,says the sacred text that will be read in every Jewish home around the world in two weeks on Passover eve,They, as is well understood, are thegoyim, all goyim.

 

Jews, according to our generally accepted narrative, have been persecuted everywhere, all the time, with few exceptions. Jews had to be ready to be attacked in every place at any moment. It is a continuous story of massacres, mass expulsions, the butchery of the Crusaders, the Spanish inquisition, the Russian and Ukrainian pogroms. The Holocaust was only one link in that chain, and probably not the last one.

 

In Jewish historiography, the story of victimhood doesnt even start with European Christian Jew-hatred, but goes back to the (mythical) story of Israelite slavery in Egypt, the destruction of the Temple in Jerusalem by the Babylonians and again by the Romans. A few weeks ago the jolly feast of Purim was celebrated, in memory of the Biblical (and mythical) story of the plan to annihilate all Jews in Persia, todays Iran, which was foiled by a pretty and unscrupulous young woman named Esther. (In the end, it was the Jews who killed all their enemies, women and children included.)

 

The narrative of unending victimhood is so deeply embedded in the conscious and unconscious mind of every Jew, that the smallest incident triggers an orgy of self-pity that may seem quite out of proportion. Every Jew knows that we have to stand together against an antagonistic world, that the attack on one Jew is an attack against all, that a pogrom in far-away Kishinev must arouse the Jews of England, that an attack on Jews in Toulouse must arouse the Jews in Israel.

 

What the assassin of Toulouse has succeeded in doing by his disgusting act is to bind Frenchand worldJewry even tighter to the State of Israel. Already these ties have become very close in the last few years. A large proportion  of French Jews are immigrants from North Africa who chose to go to France instead of Israel, and are therefore fiercer Israeli nationalists then most Israelis. They invest money and buy houses in Israel. In the month of August, one hears more French than Hebrew on Tel Avivs sea shore. Now many of them may decide to come to Israel for good.

 

Like every anti-Semitic act, this one in Toulouse contributes to the strength of Israel, and especially to the strength of the Israeli anti-Arab right.

 

 

 

I BELIEVE that the Palestinian Prime Minister, Salam Fayad, was quite sincere when he condemned the outrage, and especially the declaration attributed to the assassin, that he wanted to avenge the death of children in Gaza. No one should utter the name of Palestine when carrying out such a dastardly act, he said.

 

I was reminded of my late friend, Issam Sartawi, the Palestinianterroristwho became an outstanding peace activist and was murdered for it. He once told me that a French anti-Semitic leader came to his office in Paris and offered an alliance.I threw him out,he told me,I know that the anti-Semites are the greatest enemies of the Palestinian people

 

As has been pointed out many times, modern Zionism is the step-daughter of modern European anti-Semitism. Indeed, the nameZionismwas invented only a few years after the termanti-Semitismwas coined by a German ideologue.

 

Without anti-Semitism, which engulfed Europe from theBlack Hundredsin Czarist Russia to the Dreyfus affair in republican France, Jews would have yearned for Zion comfortably for another 2000 years. It was anti-Semitism, with the threat of dreadful things to come, that drove them out and lent credibility to the idea that Jews must have a state of their own, where they would be masters of their own fate.

 

The original Zionists did not intend to build a state that would be a kind of General Staff for World Jewry. Indeed, they thought that there would be no World Jewry. In their vision, all the Jews would congregate in Palestine, and the Jewish Diaspora would disappear. That’s what Theodor Herzl wrote, and that’s what David Ben-Gurion and Vladimir Jabotinsky believed.

 

If they had had their way, there would have been no anti-Semitic murders in Toulouse, because there would have been no Jews in Toulouse.

 

Ben Gurion was narrowly restrained from telling American Jewish Zionists what he thought of them. He held them in utter contempt. A Zionist, he believed, had no business to be anywhere but in Zion. If he had listened to Binyamin Netanyahu sucking up to the thousands of Jewishleadersin the AIPAC conference, he would have thrown up. And understandably, because these Jews, who were clapping and jumping up and down like mad, egging Netanyahu on to start a disastrous war against Iran, then went back to their comfortable homes and lucrative occupations in America.

 

Their English-speaking children attend colleges and dream about future riches while their contemporaries in Israel go to the army and worry about what would happen to their defenseless families if the promised war with Iran really comes about. How not to vomit?

 

 

BY THE way, the symbiosis between American politicians and the Zionist lobby produced another weird curiosity this week. The US Congress unanimously adopted a law that makes it easy for Israelis to immigrate to the US for good. All we have to do now is to buy a small business in Americasay a little delicatessen shop in a corner of Brooklyn, for half the price of an apartment in Jerusalemto automatically become American residents, and eventually citizens.

 

Can one imagine a more anti-Zionist act than this plot to empty Israel? All out of love for Israel and Jewish votes?

 

The Israeli media applauded, of course, this astounding new evidence of American friendship for Israel.

 

So here we have a murderous anti-Semite in Toulouse driving the Jews towards Israel, and a cravenly Zionist US Congress enticing the Israelis back intoexile.

 

 

WHEN ISRAEL was founded, we thought that that was the end of Jewish victimhood, and especially of the mentality of Jewish victimhood.

 

Here we were, Hebrews of a new kind, able to defend ourselves, with all the strength of a sovereign state.

 

Cry-baby victimhood belonged to the despised and detested Diaspora, to the dispersed and defenseless Jewish communities.

 

But victimhood has come back with a vengeance, both as an all-purpose political ploy and as a mental attitude. The Iranian nukes, real or imagined, give it a big boost. As long as Israel is in a state of fear, the Second Holocaust mentality will not loosen its grip.

 

From day to day, Israel becomes more Jewish and less Israeli. As has been said, it is easier to get the Jews out of the ghetto than to get the ghetto out of the Jews. Especially in a permanent war.

 

So in the end we come to the same conclusion as in all other matters: Peace is the Answer.

Even as I write this, the bulldozers have been busy throughout that one indivisible country known by the bifurcated term Israel/Palestine. Palestinian homes, community centers, livestock pens and other “structures” (as the Israel authorities dispassionately call them) have been demolished in the Old City, Silwan and various parts of “Area C” in the West Bank, as well among the Bedouin – Israeli citizens – in the Negev/Nakab. This is merely mopping up, herding the last of the Arabs into their prison cells where, forever, they will cease to be heard or heard from, a non-issue in Israel and, eventually, in the wider world distracted from bigger, more pressing matters.

An as-yet confidential report submitted by the European consuls in Jerusalem and Ramallah raises urgent concerns over the “forced expulsion” of Palestinians – a particularly strong term for European diplomats to use –from Area C of the West Bank (the 60% of the West Bank under full Israeli control but which today contains less than 5% of the Palestinian population). Focusing particularly on the rise in house demolitions by the Israeli authorities and the growing economic distress of the Palestinians living in Area C, the report mentions the fertile and strategic Jordan Valley (where the Palestinian population has declined from 250,000 to 50,000 since the start of the Occupation), plans to relocate 3000 Jahalin Bedouins to a barren hilltop above the Jerusalem garbage dump and the ongoing but accelerated demolition of Palestinian homes (500 in 2011).

At the same time the “judaization” of Jerusalem continues apace, a “greater” Israeli Jerusalem steadily isolating the Palestinian parts of the city from the rest of Palestinian society while ghettoizing their inhabitants, more than 100,000 of which now live beyond the Wall. Some 120 homes were demolished in East Jerusalem in 2011; over the same period the Israeli government announced the construction of close to 7000 housing units for Jews in East and “Greater” Jerusalem. “If current trends are not stopped and reversed,” said a previous EU report, “the establishment of a viable Palestinian state within the pre-1967 borders seems more remote than ever. The window for a two-state solution is rapidly closing….”

In fact, it closed long ago. In terms of settlers and Palestinians, the Israeli government treats the whole country as one. Last year it demolished three times more homes ofIsraeli citizens (Arabs, of course) than it did in the Occupied Palestinian Territory. The demolition of Bedouin homes in the Negev/Nakab is part of a plan approved by the government to remove 30,000 citizens from their homes and confine them to townships.

None of this concerns “typical” Israelis even if they have heard of it (little appears in the news). For them, the Israeli-Arab conflict was won and forgotten years ago, somewhere around 2004 when Bush informed Sharon that the US does not expect Israel to withdraw to the 1967 borders, thus effectively ending the “two-state solution,” and Arafat “mysteriously” died.

Since then, despite occasional protests from Europe, the “situation” has been normalized. Israelis enjoy peace and quiet, personal security and a booming economy (with the usual neoliberal problems of fair allocation). The unshakable, bi-partisan support of the American government and Congress effectively shields it from any kind of international sanctions. Above all, Israeli Jews have faith that those pesky Arabs living somewhere “over there” beyond the Walls and barbed-wire barriers have been pacified and brought under control by the IDF. A recent poll found that “security,” the term Israelis use instead of “occupation” or “peace,” was ranked eleventh among the concerns of the Israeli public, trailing well behind employment, crime, corruption, religious-secular differences, housing and other more pressing issues.

A for the international community, the “Quartet” representing the US, the EU, Russia and the UN in the non-existent “peace process” has gone completely silent. (Israel refused to table its position on borders and other key negotiating issues by the January 26th “deadline” laid down by the Quartet, and no new meetings are scheduled). The US has abandoned any pretense of an “honest broker.” Months ago, when the US entered its interminable election “season,” Israel received a green light from both the Democrats and Republicans to do whatever it sees fit in the Occupied Territory. Last May the Republicans invited Netanyahu to address Congress and send a clear message to Obama: hands off Israel. That same week, Obama, not to be out-done, addressed an AIPAC convention and reaffirmed Bush’s promise that Israel will not have to return to the 1967 borders or relinquish its major settlement blocs in East Jerusalem and the West Bank. He also took the occasion to promise an American veto should the Palestinians request membership in the UN – though that would merely amount to an official acceptance of the two-state treaty that the US claims it has been fostering all these years. No, as far as Israel and Israeli Jews are concerned, the conflict and even the need for pretense is over. The only thing remaining is to divert attention to more “urgent” global matters so that the Palestinian issue completely disappears. Voila Iran.

Oh, but what about the “demographic threat,” that “war of the womb” that will eventually force a solution? Well, as long as Israel has the Palestinian Authority to self-segregate its people, it has nothing to worry about. While the Palestinian Authority plays the “two-state solution” game, Israel can simply herd the Palestinians into the 70 tiny islands of Areas A and B, lock the gates and let the international community feed them – and go about placidly building a Greater Land of Israel with American and European complicity. Indeed, nothing demonstrates self-segregation more than Prime Minister Salem Fayyad’s neoliberal scheme of building a Palestinian …something… “from the ground up.” By building for the well-to-do in new private-sector cities like Rawabi, located safely in Area A, by building new highways (with Japanese and USAID assistance) that respect Israeli “Greater” Jerusalem and channel Palestinian traffic from Ramallah to Bethlehem through far-away Jericho, by expressing a willingness to accept Israeli territorial expansion in exchange for the ability to “do business,” Fayyad has invented yet a new form of neoliberal oppression-by-consent: viable apartheid (viable, at least, for the Palestinian business class). And as in the Bantustans of apartheid South Africa, the Palestinian Authority maintains a repressive internal order through its own American-trained/Israeli-approved militia, a second layer of occupation. (During the 2008 assault on Gaza, one of the few places in the world in which there were no demonstrations was the West Bank, where they were forbidden by the Palestinian Authority. Then-Prime Minister Olmert crowed that this was evidence of how effectively the Palestinians had been pacified.)

Indeed, by clinging to the two-state solution and continuing to participate in “negotiations” years after they have proven themselves a trap, the Palestinian leadership plays a central role in its own people’s warehousing. The reality – even the fact – of occupation gets buried under the diversions set up by the fraudulent yet unending “peace process.” This only enables Israel not only to imprison the Palestinians in tiny cells; witness today’s mini-ethnic cleansing, just one of thousands of micro-events that have the cumulative effect of displacement, expulsion, segregation and incarceration. It also enables Israel to then blame the victims for causing their own oppression! When a Palestinian leadership assumes the prerogative to negotiate a political resolution yet lacks any genuine authority or leverage to do so, and when, in addition, it fails to abandon negotiations even after they have been exposed as a trap, it comes dangerously close to being collaborationist. For its part, Israel is off the hook. Instead of going through the motions of establishing an apartheid regime, it simply exploits the willingness of the Palestinian Authority to perpetuate the illusion of negotiations as a smokescreen covering its virtual imprisonment of the Palestinian “inmates.” Once the current mopping up operations are completed, the process of incarceration will be complete.

Today the only alternative agency to the Palestinian Authority is segments of the international civil society. The Arab and Muslims peoples for whom Palestinian liberation is an integral part of the Arab Spring, stand alongside thousands of political and human rights groups, critical activists, churches, trade unions and intellectuals throughout the world. Crucial as it is for keeping the issue alive and building grassroots support for the Palestinian cause that will steadily “trickle up” and affect governments’ policies, however, civil society advocacy is a stop-gap form of agency, ultimately unable to achieve a just peace by itself. We, too, are trapped in the dead-end personified by the two-state solution, reference to a “peace process” and their attendant “negotiations.” There is no way forward in the current paradigm. We must break out into a world of new possibilities foreclosed by the present options: a “two-state” apartheid regime or warehousing.

In my view, while advocacy and grassroots mobilization remain relevant, several tasks stand before us. First, we must endeavor to hasten the collapse of the present situation and subsequently, when new paradigms of genuine justice emerge from the chaos, be primed to push forward an entirely different solution that is currently impossible or inconceivable, be that a single democratic state over the entire country, a bi-national state, a regional confederation or some other alternative yet to be formulated. The Palestinians themselves must create a genuine, inclusive agency of their own that, following the collapse, can effectively seize the moment. Formulating a clear program and strategy, they will then be equipped to lead their people to liberation and a just peace, with the support of activists and others the world over.

A necessary and urgent first step towards collapsing the otherwise permanent regime of oppression in Israel/Palestine is that we stop talking about a two-state solution. It’s dead and gone as a political option – if, indeed, it ever really existed. It should be banned from the discourse because reference to an irrelevant “solution” only serves to confuse the discussion. Granted, this will be hard for liberals to do; everyone else, however, has given up on it. Most Palestinians, having once supported it, now realize that Israel will simply not withdraw to a point where a truly viable and sovereign state can emerge. The Israeli government, backed by the Bush-Obama policies on the settlement blocs, doesn’t even make pretence of pursuing it anymore, and the Israeli public is fine with the status quo. Nor does the permanent warehousing of the Palestinians seem to faze the American or European governments, or the Arab League. Even AIPAC has moved on to the “Iranian threat.”

Behind the insistence of the liberal Zionists of J Street, Peace Now, the Peace NGOs Forum run out of the Peres Center for Peace and others to hang on to a two-state solution at any cost is a not-so-hidden agenda. They seek to preserve Israel as a Jewish state even at the cost of enforcing institutional discrimination against Israel’s own Palestinian citizens. The real meaning of a “Jewish democracy” is living with apartheid and warehousing while protesting them. No, the liberals will be the hardest to wean away from the two-state snare. Yet if they don’t abandon it, they run the risk of promoting de facto their own worst nightmare of warehousing while providing the fig-leaf of legitimacy to cover the policies of Israel’s extreme right – all in the name of “peace.” This is what happens when one’s ideology places restrictions on one’s ability to perceive evil or to draw necessary if difficult conclusions. When wishful thinking becomes policy, it not only destroys your effectiveness as a political actor but leads you into positions, policies and alliances that, in the end, are inimical to your own goals and values. Jettisoning all talk of a “two-state solution” removes the major obstacle to clear analysis and the ability to move forward.

The obfuscation created by the “two-state solution” now out of the way, what emerges as clear as day is naked occupation, an apartheid regime extending across all of historic Palestine/Israel and the spectre of warehousing. Since none of these forms of oppression can ever be legitimized or transformed into something just, the task before us becomes clear: to cause their collapse by any means necessary. There are many ways to do this, just as the ANC did. Already Palestinian, Israel and international activists engage in internal resistance, together with international challenges to occupation represented by the Gaza flotillas and attempts to “crash” Israeli borders. Many civil society actors the world over have mobilized, some around campaigns such as Boycott, Divestment, Sanctions (BDS), others around direct actions, still others engaged in lobbying the UN and governments through such instruments as the Human Rights Council, the Committee on the Elimination of Racial Discrimination (CERD) and international courts. There have been campaigns to reconvene the Tribunal that, under the Fourth Geneva Convention, has the authority and duty to sanction Israel for its gross violations. Dozens of groups and individuals alike engage in public speaking, mounting Israel Apartheid Weeks on university campuses and working through the media. And much more.

And here is where Palestinian civil society plays a crucial role, a role that cannot be played by non-Palestinians. If it is agreed that the Palestinian Authority must go if we are to get beyond the two-state trap – indeed, the dismantling of the PA being a major part of the collapse of the present system – then this call must originate from within the Palestinian community. Non-Palestinians must join in, of course, but the issue of who represents the Palestinians is their call exclusively.

Non-Palestinians can lso suggest various end-games. I’ve written, for example, about a Middle East economic confederation, believing that a regional approach is necessary to address the core issues. The Palestinian organization PASSIA published a collection of twelve possible outcomes. It is obvious, though, that it is the sole prerogative of the Palestinian people to decide what solution, or range of solutions, is acceptable. For this, and to organize effectively so as to bring about a desired outcome, the Palestinians need a new truly representative agency, one that replaces the PA and gives leadership and direction to broad-based civil society agency, one that has the authority to negotiate a settlement and actually move on to the implementation of a just peace.

As of now, it appears there is only one agency that possesses that legitimacy and mandate: the Palestinian National Council of the PLO (although Hamas and the other Islamic parties are not (yet) part of the PLO). Reconstituting the PNC through new elections would seem the most urgent item on the Palestinian agenda today – without which, in the absence of effective agency, we are all stuck in rearguard protest actions and Israel prevails. Our current situation, caught in the limbo between seeking the collapse of the oppressive system we have, and having a Palestinian agency that can effectively lead us towards a just resolution, is one of the most perilous we’ve faced. One person’s limbo is another person’s window of opportunity. Say what you will about Israel, it knows how to hustle and exploit even the smallest of opportunities to nail down its control permanently.

“Collapse with agency,” I suggest, could be a title of our refocused efforts to weather the limbo in the political process. Until a reinvigorated PNC or other representative agency can be constituted, a daunting but truly urgent task, Palestinian civil society might coalesce enough to create a kind of interim leadership bureau. This itself might be a daunting task. Most Palestinian leaders have either been killed by Israel or are languishing in Israeli prisons, while Palestinian civil society has been shattered into tiny disconnected and often antagonistic pieces. At home major divisions have been sown between “’48” and “’67” Palestinians; Gaza, Jerusalem and the West Bank have been effectively severed; and within the West Bank restrictions on movement among a bewildering array of “areas” – A, B, C, C-Restricted, H-1, H-2, nature reserves, closed military areas – have resulted in virtual, largely disconnected Palestinian mini-societies. Political divisions, especially among secular/traditional and Islamic factions, have been nurtured, not least by Israel. Overall, the Palestinian population, exhausted by years of sacrifice and resistance, impoverished and preoccupied with mere survival, has been left largely rudderless as many of its most educated and skilled potential leaders have left or are forbidden by Israel to return.

For its part, the Palestinian leadership has done little to bridge the wider divisions amongst those falling under PA rule, Palestinian citizens of Israel, residents of the refugee camps and the world-wide Diaspora, divisions that have grown even wider since the PLO and the PNC fell moribund. Indeed, major portions of the Palestinian Diaspora (and one may single out especially but not exclusively the large and prosperous communities of Latin America), have disconnected from the national struggle completely. The Palestinian possess some extremely articulate spokespeople and activists, but they tend to be either a collection of individual voices only tenuously tied to grassroots organizations, or grassroots resistance groups such as the Popular Committees that enjoy little political backing or strategic direction.

Ever aware that the struggle for liberation must be led by Palestinians, our collective task at the moment, in my view, is to bring about the collapse of the present situation in Palestine in order to exploit its fundamental unsustainabilty. The elimination of the Palestinian Authority is one way to precipitate that collapse. It would likely require Israel to physically reoccupy the Palestinian cities and probably Gaza as well (as if they have ever been de-occupied), bringing the reality of raw occupation back to the center of attention. Such a development would likely inflame Arab and Muslim public opinion, not to mention that of much of the rest of the world, and would create an untenable situation, forcing the hand of the international community. Israel would be put in an indefensible position, thus paving the way for new post-collapse possibilities – this time with an effective and representative Palestinian agency in place and a global movement primed to follow its lead.

But given the underlying unsustainability of the Occupation and the repressive system existing throughout historic Palestine – the massive violations of human rights and international law, the disruptive role the conflict plays in the international system and its overt brutality – collapse could come from a variety of places, some of them unsuspected and unrelated to Israel/Palestine. An attack on Iran could reshuffle the cards in the Middle East, and the Arab Spring is still a work in progress. Major disruptions in the flow of oil to the West due an attack on Iran, internal changes in Saudi Arabia and the Gulf States, instability in Russia and even the fact that China has no oil of its own could cause major financial crises worldwide. Sino-American tensions, environmental disasters or Pakistan’s nuclear weapons falling into the hands of the Taliban with unpredictable Indian reactions may all play an indirect yet forceful role. Who knows? Ron Paul, President Gingrich’s newly appointed Secretary of State, might end all military, economic and political support for Israel, in which case the Occupation (and more) would fall within a month.

Whatever the cause of the collapse – and we must play an active role in bring it about – it is incumbent upon us to be ready, mobilized and organized if we are to seize that historic moment, which might be coming sooner than we expect. Effective and broadly representative Palestinian agency will be critical. Collapse with agency is the only way to get “there” from “here.”

Jewish leaders mustn’t be afraid to reject unethical policies

I didn’t know Seth Morrison before last week, but now when I attend board and committee meetings, it’s Seth that I think about.

In an article in The Forward, Morrison announced his decision to step down from the board of directors of the Washington metropolitan area’s Jewish National Fund.

His action was meant to protest the JNF-KKL’s widely-publicized move to expel the Sumarin family from their home in East Jerusalem.

It wasn’t the first time Morrison had publicly criticized JNF policy. In a January 2011 op-ed in the Jerusalem Post, Morrison was measured in his criticism of the organization, at that time around the issue of Bedouin land claims.

“The JNF’s reputation and ability to effect positive change would be enhanced by a decision not to plant trees on lands that are in dispute with the Bedouin,” he wrote. But almost a year later, Morrison clearly felt that the organization had pursued actions that required a much harsher response than a gently-chiding op-ed.

In an interview over the weekend, I asked Morrison how he came to his decision to resign from the board.

“I felt three things,” he told me. “I did not have the power to change it from within; this was just more egregious than I could tolerate, and as someone who works in media and marketing…I felt that by going public with the resignation I could do more to stop these evictions than I could by staying and advocating against them.”

Whether to pull a seat up to the table and evoke change from within, or whether to protest and try to bring about change from the outside, is something we should all regularly be asking ourselves in whatever capacities we operate communally. It is also a question with which I personally and frequently grapple.

As a political scientist as well as a blogger, columnist and public commentator, I have been trained to analyze and critique. Most public commentators and intellectuals hope our words — about why, how, and what shall be — will eventually have an impact.

But I am not only an arms-length commentator. I am also active in Jewish communal leadership on various issues and in various organizations. Like Seth, I consider myself to be a progressive. And like Seth, I am drawn to getting involved in the mainstream as well. I like to see if I can invest these organizations with the change ethic that I hold dear.

Two years ago, my community sponsored Brigitte Gabriel, a noted Islamophobe, to speak. I wasn’t on the committee that made the unfortunate selection of speaker, but I was invited to captain a table for the event. After unsuccessfully trying to get the committee to reconsider its choice of speaker, I grudgingly accepted the task. In the end, the event was even more disturbing, and Gabriel’s remarks more hateful, than I had feared.

A few days later, I ran into an acquaintance at my neighborhood cafe and recounted the events to her. “What do you expect?” she said. “You hang out with those people, you’re gonna get what you got.” Her cynical response helped spur me to actually redouble my efforts to stay involved. Because once cynicism sets in, the game is over.

With the tireless help of others, I ultimately achieved what initially seemed an unlikely outcome: the issuing of a community-wide letter from the head of the organization distancing it from Gabriel’s hateful views.

Fast-forward to these past few weeks: like many others, I had been following the Sumarin family eviction issue with great concern. I had attempted to share the controversial JNF issues with another friend who is a highly committed JNF supporter. But it was only when Morrison’s open letter was published in The Forward that I felt I finally had an appropriate instrument, one that struck the right note, one that was written by an insider.

Disheartening as it must be for those still committed to the organization, maybe Morrison’s letter will serve as a flaming baton of change — if others are ready to grasp it and run with it.

Morrison is now putting his efforts towards running for one of the vacant positions on the J Street board. And while he made clear to me that quitting one board and running for another were “totally parallel and unrelated,” (in fact he had applied to the J Street board weeks before coverage appeared about the eviction) to me they tell a story of the inherent tension between being committed to big-tent politics and progressive values. How big can the tent actually be before it collapses?

It’s never easy to stand apart from a group to which one has committed resources and through which one has no doubt developed relationships. But if it’s never an option; if our organizational energies are meant to be unconditional love — like that between parents and children, we forfeit the ultimate tools of democratic and civil change. No one said change is always easy, and no one said it’s never a little messy along the way.

Israeli Prime Minister Benjamin Netanyahu has denounced the recent rash of desecration and vandalism of mosques and Muslim cemeteries. But the destruction of Muslim religious properties in Israel is in fact institutionalized and has a long history.

Jewish settlers torched a mosque near Ramallah, in the Israeli-occupied West Bank on December 15.

Earlier that week, Jewish rightists set fire to a mosque in Jerusalem. They scrawled graffiti on the walls reading “Mohammed is a pig,” and “A good Arab is a dead Arab.” Jerusalem Mayor Nir Barkat condemned the desecration of the religious site. Prime Minister Benjamin Netanyahu did the same in October when a mosque was burned in the north of the country.

“The images are shocking and do not belong in the state of Israel,” Netanyahu said.

When Muslim and Christian cemeteries were vandalized that same month, Netanyahu spoke out again—remarking that Israel would not “tolerate vandalism, especially not the kind that would offend religious sensibilities.”

But such statements belie the Israeli government’s long-standing attitude towards Muslim religious properties or waqf. Meaning literally endowment, waqf and income from waqf serves a charitable purpose for one’s family or community. Under Ottoman rule, waqf properties were exempt from taxes.

Following the 1947-1948 nakba, which saw some 700,000 Palestinians driven from their homes, Israel used its newly created Absentees’ Property Law to seize, among other things, waqf.

In Jaffa, alone, “There was a huge amount of waqf,” says Sami Abu Shehadeh, head of Jaffa’s Popular Committee against Home Demolitions and a PhD candidate in history. “I’m talking about hundreds of shops; I’m talking about tens of thousands of dunams of land; I’m talking about all the mosques…and there were all the cemeteries, too.”

Jaffa was renamed Yafo in 1948 and was annexed by the Tel Aviv municipality between 1948 and 1949. Most of the mosques were closed and several later became Jewish-owned art galleries.

In 2007, attorney Hisham Shabaita, three other Palestinian residents of Jaffa, and a local human rights organization, filed a lawsuit against the state of Israel, the Custodian of Absentee Property, and the Jewish Israeli trustees responsible for administering Tel Aviv-Yafo’s waqf holdings. The plaintiffs didn’t ask for the land back. Nor did they request compensation. They simply wanted to know what had happened to the properties, what their estimated earnings were, and where the money was going or had gone.

The court’s response? The information cannot be released because it apparently would embarrass the state, harming its reputation in the international community. The plaintiffs have filed an appeal and the case is expected to reach the Israeli Supreme Court.

But it’s not hard to guess what happened to the waqf properties, in part because the state admitted that all of the land had been sold. There are other clues: in the 1950s alone, the state demolished 1200 mosques. Later, the Hilton hotel, which stands in an area now known as north Tel Aviv, was built on a Muslim cemetery. Bodies were unearthed and relocated, stacked upon each other in a tiny corner of what was once a large graveyard.

Another Muslim cemetery became a parking lot for Tel Aviv University.

There are also the forgotten corners, properties the state appropriated and then neglected. The Sheikh Murad cemetery, which dates back to at least the 1800s, stands between the South Tel Aviv neighborhoods of Shapira and Kiryat Shalom. Its headstones were smashed by vandals years ago. Bits of marble have been pried off the graves, presumably for use or sale.

Locals have dumped garbage on the grounds and, the last time I checked in on the cemetery—not long after Muslim and Christian graves were vandalized in Yafo—two men were shooting heroin under the shade of a pomegranate tree. Fruit rotted on the ground.

Abu Shehadeh says that the local Islamic committee is building a fence around the cemetery in hopes of protecting it from further misuse. He adds that only Palestinian collaborators with Israel, who are often relocated to South Tel Aviv, have been buried in the graveyard since 1948.

The Jewish neighborhoods Kiryat Shalom and Kfar Shalem both stand on the land of the Palestinian village Salame, which was established before the 1596 Ottoman census. According to Abu Shehadeh, a number of Muslim cemeteries were destroyed to make way to house the country’s new occupants.

And then there’s Jerusalem.

With the approval of the Jerusalem municipality, the Simon Wiesenthal Center is building a “Museum of Tolerance” on a Muslim graveyard. Excavations are taking place at the site, which has served as a parking lot for several decades now, and skeletons are being exhumed so that the Los Angeles-headquartered, “global Jewish human rights” organization can teach tourists a thing or two about co-existence.

Sergio Yahni of the Alternative Information Center, an Israeli-Palestinian non-governmental organization, explained that much of Jewish West Jerusalem is built on waqf.

“One of the most striking demolitions [on land designated as waqf],” he continues, “was made [in the Old City] during the 1967 war. [Israeli forces] didn’t take care [to see] if people were out of the houses…[in some cases] they brought the buildings down on people.”

Several Palestinians who disappeared from the Old City during the war were believed to be killed during the demolitions.

This occurred in the area adjacent to the Al Aqsa Mosque. Some eighty percent of the Old City’s Jewish Quarter is built on waqf.

Jewish Israeli leaders and journalists have expressed alarm at the recent rash of vandalism and arson. In light of the fact that the government itself has perpetrated such violence against Muslim properties for over 60 years, the surprise is misplaced, at best. At worst, it is a disingenuous attempt to relieve the state of its responsibility by pointing the finger at “extremists.”

“YOU AND your Weimar!” a friend of mine once exclaimed in exasperation, ”just because you experienced the collapse of the Weimar Republic as a child, you see Weimar behind every corner.”

The accusation was not unjustified. In 1960, during the Eichmann trial, I wrote a book about the fall of the German Republic. Its last chapter was called: “It can happen here” Since then I have come back to this warning time and again.

But now I am not alone anymore. During the last few weeks, the word Weimar has popped up in the articles of many commentators.

It should be sprayed in huge letters on the walls.

ISRAELI DEMOCRACY is under siege. No one can ignore this anymore. It is the main topic in the Knesset, which is leading the attack, and the media, who are among the victims.

This does not happen in the occupied territories. There, democracy never existed. Occupation is the very opposite of democracy: a denial of all human rights, the right to life, liberty, movement, fair trial and free expression, not to mention national rights.

No, I mean Israel proper, the Israel inside the Green Line, The Only Democracy In The Middle East.

The attackers are members of Binyamin Netanyahu’s government coalition, which includes semi-fascist and openly fascist elements. Netanyahu himself tries to remain discreetly in the background, but there can be no doubt that every single detail has been orchestrated by him.

In the first two years of this coalition, attacks were sporadic. But now they are determined, systematic and coordinated.

At this moment, the anti-democratic forces are attacking on a wide front, The three main pillars of democracy – the courts, the media and the human rights organizations – are under simultaneous, deadly assault. (Remember Weimar?)

THE SUPREME COURT is the bastion of democracy. Israel has no constitution, the Knesset majority is totally unbridled, only the court can (if reluctantly) check the adoption of anti-democratic laws.

I am not a blind admirer of the court. In the occupied territories, it is an arm of the occupation, devoted to “national security”, approving of some of the worst incidents. Only in rare cases has it come out against the worst practices. But in Israel proper, it is a stout defender of civil rights.

The extreme rightists in the Knesset are resolved to put an end to this. Their front man is the Minister of Justice, who was appointed by Avigdor Lieberman. He is pushing a series of scandalous ad hominem bills. One of them is designed to change the composition of the public committee that appoints the judges, with the undisguised intention of bringing about the appointment of a particular right-wing judge to the Supreme Court.

Another bill has the undisguised purpose of changing the existing court rules in order to put a certain “conservative” judge in the chair of Chief Justice. The declared purpose is to abolish the rule of an independent court which dares, though only in rare cases, to block “anti-constitutional” laws enacted by the Knesset majority. They want the court to “represent the will of the people”. (Remember Weimar?)

Until now, since the first day of the state, the justices have been, in practice, chosen by cooptation. This has functioned perfectly for 63 years. Israel’s Supreme Court is the envy of many countries. Now this system is in mortal danger.

Another bill, which would have compelled candidates for the Supreme Court to undergo grilling by a Knesset Committee chaired by another Lieberman appointee, and obtain their approval, was withheld at the last moment by Netanyahu himself, He had already given his approval, but shrank back after the almost universal condemnation – and is now posing as the defender of democracy from his own underlings.

The chairman of the Judicial Committee of the Knesset, another Lieberman appointee, is rushing these laws through his committee, contrary to established procedures. In a stormy session this week, a female member called him “a coarse thug”. He replied: “You are not even a beast”.

A minimal purpose of these bills is to terrorize any judges considering vetoing the other anti-democratic bills that are being enacted. Some say that the effects are already being felt.

In several famous cases, the government openly flouts the Supreme Court’s orders, especially concerning the evacuation of “settlements outposts” built on lands belonging to Palestinian farmers.

Who will defend the court? The former Chief Justice, Aharon Barak, who was hated by the rightists because of his pioneering “judicial activism”, once told me: “The Court has no army divisions. Its power rests solely on the support of the public.”

THE ASSAULT on the media started some time ago when the American casino baron, Sheldon Adelson, a close friend of Netanyahu, started a daily tabloid paper with the express purpose of helping Netanyahu. It is being distributed for free and now has the biggest circulation in the country, threatening the existence of all the others (but also bribing them by giving them huge printing orders.) Money is no object. Huge sums are being spent.

That was only the beginning.

In 1965 the Labor party government enacted a new libel law (called literally “the Law of the Evil Tongue”) which was then clearly designed to muzzle “Haolam Hazeh”, the mass-circulation news magazine I was editing, which had introduced investigative reporting to Israel. I appealed to the public to send me to the Knesset in protest, and 1.5% of the voters were incensed enough to do so.

Now the right-wing gang in the Knesset wants to sharpen this anti-media law even more. The new amendment grants up to $135,000 damages to anyone claiming to be hurt by the media, without their having to prove any damage at all. For newspapers and TV channels, which are already in a precarious financial position, this means that they better give up all investigative reporting and any criticism of influential politicians and tycoons.

The new winds are already being felt. Journalists and TV editors are cowed. This week, a program on Channel 10, considered the most liberal, gave five minutes to a song glorifying the late “Rabbi” Meir Kahane, who was branded by the Supreme Court as a fascist, and whose organization was outlawed for advocating what the court called “Nuremberg laws”. An avowed member of this organization, which is alive and kicking under another name, is now a vocal member of the Knesset. (Remember Weimar?)

A major purge of TV journalists is already underway. One by one, directors of all TV channels are being replaced by confirmed rightists. It was openly admitted that the government would force the closure of Channel 10 by calling in outstanding debts if a certain journalist were not fired. Though generally an establishment type, this reporter had irked Netanyahu by exposing his and his wife’s luxurious traveling style at government expense.

AT THE same time, human rights and peace NGOs are under heavy attack. The Knesset gang is producing bill after bill to silence them.

One bill already under way forbids human rights associations to receive donations from foreign governments and “state-like organizations”, such as the UN and the EU. Right-wing organization receive, of course, huge sums of money from Jewish American billionaires, who fund the settlements (which are also indirectly financed by the US treasury, which gives tax-exempt status to the so-called “charitable organizations” that fund the settlements.)

The law which levies huge indemnities on organizations and individuals who advocate a boycott on the products of the settlements is already in force. The hearing of an application submitted by Gush Shalom to the Supreme Court against this suppression of political protest has been postponed by the court again and again and again.

This parliamentary terrorism is accompanied by the accelerating violence of fascist gangs from the settlements. These SA-like gangs call their actions “Price Tag”. Usually, they react to the isolated cases of the army demolishing a few “illegal” buildings in a settlement by attacking a neighboring Palestinian village, setting fire to a mosque or carrying out what can only be described as a pogrom. MARTIN NIEMÖLLER, a German U-boat captain and later pacifist pastor, who was thrown into a concentration camp by the Nazis, coined the famous lament: “When the Nazis came to take the Communists, I was silent. After all, I was no Communist. When they took the Jews, I was silent. I am no Jew. When they arrested the Social Democrats, I was silent. I was no Social Democrat. What we are witnessing now are not isolated attacks on one or another human right – what we are seeing is a general attack on democracy as such. Perhaps only people who have experienced life under a fascist dictatorship can fully realize what that means.

Of course, the similarity between the collapse of the German republic and the processes in today’s Israel does not mean that the same events must follow. Nazism was unique in many ways. The end of real democracy may be followed by different systems. There are many models to choose from: Ceausescu, Franco, Putin.

Certainly, there is no similarity between the small German town called Weimar and Tel Aviv. Except perhaps the fact that many houses in Tel Aviv were designed according to the Bauhaus architectural school – which originated in Weimar.

Weimar was once a cultural center, where geniuses like Goethe and Schiller produced their masterpieces. The German republic which was founded in 1919, after World War I, was called by this name after the national assembly which framed its very progressive constitution there.

On these lines, the endangered democratic State of Israel, whose Declaration of Independence was signed in 1948 in Tel Aviv, could rightly be called the Tel Aviv Republic.

We are not yet in 1932. The Storm Troopers are not yet roaming our streets. We still have time to mobilize the public against the looming danger. This week’s demonstration that will take place in Tel Aviv against the de-democratization of Israel may mark a turning point.
